' SUBJECT: NRC INSPECTION REPORT NOS. 50-338/87-34 AND 50-339/87-34
.This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
-

J. L. Caldwell on September 18 - October 19, 1987.
The inspection included a
rev*ew of. activities authorized for your North Anna Power Station.
At the
conclu: ion of the inspection, the findings were discussed with those members of
your staff identified in the enclosed inspection report.
Areas examined during. the inspection are identified in the report. Within
these areas,-the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
.Within the' scope of the inspection, no violations or deviations were identified
with the exception of.one licensee-identified violation.
The particular concern about a self-identified procedural violation involving
core alterations without containment integrity, described in the enclosed
A
inspection report, was discussed in an enforcement conference on September 24,
1987.
The information you presented in the enforcement conference indicated
that- the core alteration involved a slight movement of control rods during the
control rod latching operation which had a negligible potential for a radiation
. release.
Based on the information presented and your corrective actions, a
Notice of Violation will not be issued since the violation neets the criteria
of 10-CFR Part 2,. Appendix C.
Your attention is invited to the unresolved item identified in the inspection
report.
This matter will be pursued during future inspections.
