Revision 20 of the Fort St. Vrain Physical Security Plan with Appendix "B" and Appendix "C" ' have been submitted under separate cover.

Explanations of changes are documented under attachment one (1) of this letter.

With this transmittal, your organization will have a complete copy of the Fort St. Vrain Physical Security Plan, Revision 20.

We request that the enclosed information be withheld from public disclosure pursuant to the provisions of 10 CFR 2.790 (d) and 10 CFR 73.21.
