OF JUNE 24,1998, MEETING REGARDING FILTRATION, RECIRCULATION, AND VENTILATION SYSTEM LICENSE CHANGE REQUEST TECHNICAL ISSUES '

1 This summary refers to the meeting with Public Service Electric and Gas Company (PSE&G) conducted on June 24,1998, at the U.S. Nuclear Regulatory Commission (NRC) office in Rockville, Maryland. The meeting was held at the request of the NRC to discuss tecnnicalissues associated with PSE&G's license change request related to the Filtration, Recirculation, and Ventilation System (FRVS) for the Hope Creek Generating Station. A list of attendees (Enclosure 1) and a copy of the slides presented by PSE&G (Enclosure 2) are enclosed.

The PSE&G presentation closely followed the materialin their slides provided at the meeting.

The following was discussed:

The license change request associated with the FRVS heaters would change the Technical Specifications to state that the heaters would be " operating"(automatic heater modulation to maintain relative hamidity) instead of "on" when performing the 10-hour monthly surveillance test.

The humidistats that modulate the FRVS heaters on and off based on 2 55% relative humidity setpoint are part of the original system design. Before 1991, the FRVS heater surveillance test required the heaters to run for the full 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> (heaters did not modulate on/off during the test). {

The surveillance test was changed in 1991 to allow the heaters to modulate as part of the corrective actions associated with heater control panel fuse problems (fuses blew on high ambient temperature within the control panel). Other corrective actions in 1991 included heater control panel modifications (e.g., larger fuses, control panel door modifications, fan installation, relocation of high heat load control panel devices).

The NRC staff is concemed that the current surveillance test may not demonstrate that the heaters are capable of running continuously for an extended time under high humidity conditions (i.e., in post-accident conditions) without causing the fuses to blow. In addition, the staff is concemed that running the surveillance test with the heaters modulating will not adequately

' dry the charcoal. PSE&G does not want to change the surveillance test to run the heaters for the full 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> (as was done pre-1991) because: (1) the current test is consistent with the way the system is designed (i.e., heaters modulate), (2) there would be a potential for human factor problems associated with operator actions required to change the system configuration for the

' test such that the heaters don't modulate, and (3) there is possible long-term component degradation considerations associated with running the heaters for the full 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> each month. .

It was decided that PSE&G will provide heater control panel temperature and fuse margin data for before and after the 1991 modifications in response to the NRC staff concems.
