e DUKE POWER COMPANY RESPONSE TO VIOLATION 413, 414/87-31-02 During the Nuclear Regulatory Commission (NRC) inspection conducted on September 14-18, 1987, a violation of NRC requirements was identified. The violation involved failure to follow procedure for frisking and for completing daily dose cards. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions", 10 CFR Part 2, Appendix C (1986), the violation is listed below:
Technical Specification 6.11 requires that procedures for personnel radiation protection be prepared consistent with the requirement of 10 CFR 20 and be approved, maintained and adhered to for all operations involving personnel radiation exposure.
Catawba Nuclear Station Directive 3.8.3, Contamination Prevention, Control and Decontamination Responsibilities, Revision 21, dated July 2, 1987, requires in Section 4.6.2.2 that personnel perform a survey for contamination when leaving a radiation control area (RCA).
If frisking just the hands and feet, a minimum frisk of 40 seconds is required.
Catawba Nuclear Station Directive 3.8.6 (TS), Radiation Exposure Control, Revision 13, dated March 12, 1987, requires in Section 2.7 that all individuals complete a Daily Exposure Time Record Card (DETRC) for each entry into the RCA/ radiation control zone (RCZ) and each change of radiation work permit (RWP).
Contrary to the above, the licensee failed to adhere to radiation control j
procedures in that:
(1) From September 14 to September 17, 1987, ten of twelve individuals observed frisking at the RCA access / exit point located at the top of the spiral i
stairway on the 609' elevation frisked for only 20-25 seconds, and (2) Two individuals who worked inside an RCA/RCZ on the removal, repair, or i
replacement of a detector in the Unit 1 Reactor Building on August 24, 1987, l
did not complete a daily dose card as required.
RESPONSE
(1) Admission or Denial of Violation Duke Power Company admits the violation.
(2) Reasons for violation if admitted Failure of personnel to correctly discharge their duties as required by General Employee Training (GET) and Station procedures.
(3) Corrective Actions Taken and Results Achieved (a) Station Management has received guidance from the Station Manager directing them to ensure that personnel are reminded of their responsibilities concerning dose cards and frisking. This seems to improve personnel awareness in correcting the problem.
v RESPONSE TO VIOLATION 413,.414/87-31-02 Page Two (b) The General Employee Training program has been updated to review this violation.
(4) Corrective Actions to be Taken to Avoid Further Violations General office personnel have recently completed a report covering frisking locations and equipment required at these locations. This report tecommends elimination and consolidation of several frisking points and maximum use of hand and foot monitors.
Upon complete review of the G.O. report, changes will be made to improve frisking locations and equipment used at these locations. This review will be completed and implementation will be F
accomplished by January 1, 1988.
