Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Technical Specification Amendment Unit 2/ Cycle 2 Reload

Dear Sir:

please find attached Technical Specification changes (Attachment 1) for Catawba Units 1 and 2 Facility Operating License Nos. NPF-35 and NPF-52, respectively.

The proposed changes are needed to ensure that plant operation is consistent with the design and safety evaluation conclusions made in the Reload Safety Evaluation (Attachment 3) for Catawba Unit 2, Cycle 2.

Please note that the majority of the changes affect Unit 2 only. Unit 1 is referenced in this submittal since the Technical Specifications are a combined document applicable to both units.

These changes are already in place for Unit 1.

Also, changes associated with the deletion of the RTD Bypass System (letters dated May 26, 1987, July 22, 1987, August 31, 1987, October 1, 1987 and October 30, 1987) and the deletion of the Upper Head Injection System (letters dated June 12, 1987, June 23, 1987 and August 12, 1987) which will be required to be in place for the Unit 2 Cycle 2 startup are not reflected in this package. contains a discussion of the Justification and No Significant Hazards Consideration.

The No Significant Hazards Consideration conducted pursuant to 10 CFR 50.91, Q

concludes that the proposed amendments do not involve significant hazards neo considerations.

08-pg These amendments are required to be in place prior to startup following the Unit i

CD o 2 first refueling.

The current Unit 2 shutdown date is December 18, 1987 and the l

Unit 2/ Cycle 2 initial criticality date is currently scheduled for February 12, gg 1988.

OQf I'his proposal involves one amendment request to Catawba's Technical Q

Specifications. Accordingly, pursuant to 10 CFR 170.21 a check for $150.00 is ts o enclosed.
