authorized by NRC Construction Permits CPPR-126 and CPPR-127 for
the Comanche Peak Steam Electric Station, Units 1 and 2, and to the
discussions of our findings with Messrs. L. D. Nace, A.
B.. Scott,

and other members of your staff during and atsthe conclusion of the
inspection.
The enclosed copy of our inspection report identifies areas

examined during the inspection.
Within these areas, the inspection
i
consisted of selective examination of procedures and representative
i
records, interviews with personnel, and observations by the
l
inspector.
'
During this inspection, it was found that certain of your
activities appeared to be in violation of NRC requirements.
These
apparent violations are being reviewed for appropriate enforcement

action.
An enforcement conference to discuss the facts of these
items has been scheduled for December 8, 1987, at 2:00 p.m. in the
NRC conference room onsite.
You will be notified in subsequent
I
correspondence-as to the resolution of these findings.

In accordance with 10 CFR 2.790 of the Commission's regulations, a
copy of this letter and the enclosed inspection report will be
placed in the NRC Public Document Room.
