PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in tho amount of Fifty Thousand Dollars ($50,000) will be issued on or about November 13, 1987 to Carolina Power and Light Company. I This action is based on a violation involving the failure to properly establish 1 and implement procedures for the conduct of the safe shutdown evolutions follow- l ing a fire. The escalation and mitigation factors of the Enforcement Policy (

have been reviewed and no adjustment in the civil penalty was deemed warranted. 1 It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:

Mailing of Notice November 13, 1987 Telephone Notification of Licensee November 13, 1987 The State of South Carolina will be notified.

The licersee has thirty days from the date of the Notice in which to respond. '

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
