License Change Application 142, Revision 1 (TAC No. 63157)

Attached are three signed originals and 40 conformed copies of Revision 1 to License Change Application (LCA) 142 requesting amendment of Operating License NPF-1.

LCA 142 proposes to revise the Technical Specifications to resolve control room habitability issues. Revision 1 is being submitted to incorporate comments discussed in telephone conversations with members of your staff and supersedes our submittal of September 30, 1986. Although this revision to LCA 142 deletes reference to sulfur dioxide detectors and associated isolation signals, we have not changed our intention to pursue that portion of the original change. The changes in the original LCA which pertained to

these detectors have boon left out of this ruision so as not to delay your j

consideration of the LCA as a whole, We understand that our revised toxic gas analysis justifying deletion of the sulfur dioxide detectors is still under review by your staff.

Also attached is one signed copy of a Certificate of Service for LCA 142,
