DPR-42 50-306 DPR-60 Transmittal of Fire Protection Program Self-Assessment in a letter dated June 4,1998, the NRC asked NSP to provide a copy of the Prairie Island Nuclear Generating Plant (PINGP) fire protection (FP) program self-assessment.

Accordingly, NSP is transmitting several documents related to the PINGP fire protection program self-assessment. These documents are included in Attachments 1 through 6.

Program Plan The PINGP fire protection program self-assessment is described by the PINGP Fire Protection Program Preparation Plan (/.:tachment 1). The Fire Protection Progsm Preparation Plan defines the scope, approach and methodology, schedule, resource requirements, and financial requirements necessary to:

1. Ensure the PINGP FP Program meets the requirements of the NRC and related industry regulations.
2. Establish the process for performing a review and self-assessment of the PINGP FP Program using NRC Temporary Instruction 2515/XXX, " Fire Proiection Functional Inspection (FPFI)," as a guide.

USNRC NORTHERN STATES POWER COMPANY July 13,1998 Page 2 The FP Program Preparation Plan consists of: (1) detailed activity reviews, (2) an independent self assessment of the complete fire protection program, and (3) selected subject independent self-assessments. Project procedures are included as part of the FP Program Preparation Plan (and are included with Attachment 1).

Questions and issues arising from the FP Program Preparation Plan study are resolved using Procedure FPP-3, Identifying and Assessing Fire Protection Program Questions / Issues. Each Question / Issue is identified and prioritized based on potential to be a nonconformance, operability concern, or reportable event. Operability and deportability concems are assessed according to existing PINGP Administrative Work Instructions (AWI).

Detailed Activity Reviews To meet FP Program Preparation Plan objectives, project personnel are performing a comprehensive review of fire protection system components and performance (including: design and licensing requirements; configuration control; operating and maintenance practices, and quality assurance and corrective action programs). The four functional areas being reviewed are:

1. Licensing and Commitment identification and Review
2. Programmatic and Administrative Control Review and Verification
3. Classical Fire Protection Review and Verification

The Fire Protection Program preparation team is a qualified multidisciplinary team with l expertise in design engineering, system engineering, licensing, and fire protection I regulatory requirements. The team is a blend of NSP and contract personnel. Selected Subject Self Assessments Selected subject self assessments were performed for the following:

1. Reactor Coolant Pump Oil Collection System (Attachment 3)  ;
2. Fire Protection Programmatic and Administrative Control Review and Verification (Attachment 4)
3. IPEEE Peer Review (Attachment 5)
4. Fire Protection Audit Practices (Attachment 6)

In this letter we have made no new Nuclear Regulatory Commission commitments.
