,s rackscfor.the Vermont Yankee Nuclear Power Station. The applicable program req'uirements are 10 CFR Part 50, Appendix B, and 10 CFR Part 21. I 1

1. Criterion VII of Appendix B-to 10 CFR 50 requires, in part, that measures shall be established to assure that purcnased niatorial conforms to the ,

Vermont Yankee Nuclear Power Corporation' purchase order (PO). 30516, dated

. March 17, 1987, requires that spent fuel storage racks meet the require-ments of YA - F)?, " Specification for Design and Fabrication of Spent  ;

Fuel Racks for BWR Plants," Revision D, dated February 11, 1977. i Section'5.3 of YA - 517, Revision D, requires that material test reports be supplied with quality records..

Contrary .to the above, material.' test reports were not supplied for material ordered on CIMCORP P0s 1577, 70484, 70598 to Industrial Stainless Supply; 70574; 70540 to Aluminum Fasteners; 1646 to C&M Incorporated; and 1663 l to Temroc Metals. (87-01-01) Jl

2. Criterion.XII of Appendix B to 10 CFR 50 requires, in part, that measures shall be established to assure that measuring devices are properly calibra-c ted at specified periods.

g Section 6 - 2.0 of QCP-100-6, " Identification, Inspection and Control of Product Items," Revision 8, dated February 5,1985, requires that temperature measuring devices be calibrated every two years.

Contrary to the above, thermometer SN-2319 which is used to verify the ,

temperature of the weld rod oven has not been calibrated since August 4, 1983. (87-01-02)

3. Criterion V of Appendix B to 10 CFR 50 requires that activities affecting qu'ality be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances,

Tection 3 of QCP-42, "Cantrol of Welder Qualification Procedure," Revision 12, dated January 9,1920, requires that the results of welding performance qualification be reentded on an approved form and a copy forwarded to the Quality Control Manager.
