i NOTICE OF VIOLATION Commonwealth Edison Comriny Licenses No. NPF-11; No. NPF-18 As a result of the inspection conducted on July 1-15, 1987, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1985), the following violation was identified.

Technical Specification 6.2. A requires that the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978 oe maintained and adhered to.

Section 8(b)(2)(bb) of Appendix "A" requires procedures for calibrations of process radiation monitors.

LaSalle Procedure (LCP-820-13) requires that the solid cesium-137 standard source response recorded in Attachment A of LCP-820-13, be within plus or minus 20 percent of the decay-corrected initial calibration response.

Contrary to the above, for the calibration of the "B" RHR liquid process radiation monitor performed in 1986, the solid cesium-137 standard source response, recorded in Attachment A of LCP-820-13, was not within plus or minus 20 percent of the decay-corrected initial calibration response.

Specifically, the standard source response differed from the decay-corrected initial response by 24%.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
