DEVIATIONS FROM CODES, STANDARDS, AND REGULATOM GUIDCS As.a result of recent audits by the NRC staff of the TU Electric Corrective Action Program (CAP) for the Comanche. Peak Steam Electric Station, Units 1-and 2, we have identified a. concern regarding the. extensive development and l
applicatiori of design and acceptance criteria for cable tray hangers.which.
l appear to deviate from the requirements.of the applicable codes, standards, and regulatory guides.
The technical bases for the differing criteria-have been found by the staff to be documented in special studies performed by
. 1 Ebasco Services Incorporated and Impell Corporation in their development of j
the cable tray hangers design and acceptance criteria for the CAP. These special studies have been reviewed'by the CPRT third-party (TENERA, L.P.)
i and audits by the staff, as discussed.in-the NRC staff.sunnary of the audit' of the third-party review of cable tray hangers conducted September 28'-
October 1,1987.
The differing criteria. identified by the staff includes, but are not limited to (1) welds less than the minimum fillet weld size specified by the AISC Code *, (2) bolt hole' oversize, (3) slenderness ratio-limits greater than 200, and-(4) use of a ' static coefficient of less~ than 1.5 to account for multi-frequency excitation'and multimode response.
Although many of the special studies were apparently initiated to provide technical justification for the4 acceptability of the as-built construction configurations it is essential'that the-~resulting design and acceptance criteria used to qualify generic hardware conditions which differ from the requirements in the applicable codes, standards, and' regulatory guides be clearly identified to the staff for review and. approval.; Accordingly, it' 1
