This is a request under the Freedom 'of'Information Act i (FOIA), as amended 5 U.S.C. 552.

I hereby request all records concerning confirmatory Action Letter 86-10. This request includes, but is not Itaited to, all documents which-served as input to the final version of CAL 86-10, all records. exchanged between Region I and MRC

. headquarters personnel concerning the matters raised in CAL 66-10, records of telephone conversations between NRC and l

Boston Edison Company personnel concerning the matters raised-in CAL 86-10, and all drafts of CAL 86-10. a I reserve the Attorney General's right to appeal the 1 withholding or deletion of any material.  !

As authorized in the Nuclear Regulatory Commission's regulations at 10. C.F.R. $_9.14a(a)(2), we believe that furnishing these requested documents without charge to the Massachusetts Department of the Attorney General would be a

' governmental courtesy appropriate to this request, particularly-given the importance of the documents sought and our limited budget. -

I As you know, the FOIA also authorizes you to reduce or waive fees when release of requested information.would benefit "the public interest." As-Attorney General for the Commonwealth, we believe the information requested would

. clearly be in the public interest, and therefore the, fees for searching and reproduction should be waived. . The documents requested are.for the Attorney General's review of the conduct of the Boston Pilgrim Edison Nuclear PowerCompany Plant. Theduring the recent, outage of the Attorney General conducts

such a review regarding the reasonableness ~of the company's actions as part of his representation of Massachusetts consumers before the Massachusetts Department of Public

. Utilities. Provision of the requested documents with waiver of fee will both facilitate this review process and reduce the 1 cost of providing this governmental service for Massachusetts J citizens.

Based on the above and on our limited budget, I therefore request that you waive any fees. As provided in.10 C.F.R. 5 1' 9.14b(e), I reserve the Attorney General's right to appeal any denial of fee waiver or reduction.

TRIP TO PILGRIM NUCLEAR POWER STATION AND NRC REGION I l

On June 10, 1986, I travelled to Plymouth. Massachusetts to visit Pilgrim '

Station and attend a public meeting that evening concerning the station. . The meeting was conducted by the Board of. Selectmen to enable local residents to-ask questions and express their views relative-to recent; equipment problems.

and management deficiencies. Dr. Murley and Mr. Starostecki responded for ,

NRC. Mr. Sweeney, President of the Boston Edison Company (BEco)i and Mr. .  !

0xsen, Vice' President, responded for the company. The BEco representatives described their actions to correct the deficiencies' and the NRC - .

representatives expressed confidence that these deficiencies were being appropriately resolved. However, the expressions by Lthe public: predominately l indicated lack of confidence in BEco and the NRC and' opposed allowing Pilgrim to restart operation.

'I On June 11. I met with BEco's'11 censing group to discuss various licensing matters, including the licensee's implementation of multiplant actions.

On June.12, I travelled to the' Region-I headquarters:at King of Prussia, '

Pennsylvania, where I participated in a meeting with BEco management personnel. BEco described its program to achieve excellence in al1~SALP-categories. A report on this meeting will be issued by the. Region.
