REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE IN A MATTER FOR GRAND GULF NUCLEAR STATION, UNIT 1 (TAC NO. M99639)

Dear Mr. Hagan:

By Entergy Operations, Inc.'s (EOl), letter dated Scptember 18,1997, (GNRO-97/00087) and the General Electric Company's (GE's) affidavit dated September 5,1997, executed by Ralph J.

Reda, you submitted GE document, " Additional Information Regarding the 1.11 Cycle Specific SLMCPR for Grand Gulf Cycle 10," dated September 4,1997, and requested that portions of the document contained within double brackets (i.e., "(( ... ])") be withheld from public disclosure pursuant to 10 CFR 2.790.

EOl's letter did not include a nonproprietary version. We request that a nonproprietary version be submitted to NRC for release to the NRC Public Document Room within 60 days from the date of this letter.

GE stated in it's affidavit that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

a. Information that discloses a process, method, or apparatus, including supporting data and analyses, where preventien of its use by General Electric's competitors without license from Genceral Electric constitutes a j competitive economic advantage over other companies. j
b. Imormat sn which, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture, .

shipment, instattation, assurance of quality, or licensing of a simi!ar product.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of the statements in your let!ct, have determined that the submitted information sought to be withhe!d contains proprietary commercial information.

Therefore, the applicable portions of the document marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.700(b)(5) and Section 103(b) of the Atomic Energy Act of j- 1954, as amended.
