ENFORCEMENT DISCRETION FOR PLANT HATCH UNIT 2, DOCKET l
N0. 50-366 This is to document that on October 22, 1987, Georgia Power Company (GPC) was verbally granted a one time relief to the Technical Specifications (TS) 3.6.3.a. and 3.4.7, each of which provides a limiting condition for operation for failure of main steam isolation valves, to meet closure time requirements deactivate an operable main steam isolation valve (MSIV)quirement to close an and the technical specification 3.4.7 Action Statement re The relief allows the unit to open the "C" inboard MSIV for a period of 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> with Reactor Power _ level at or below 75% in order to complete surveillance testing of the remaining MISVs.
The relief 'was granted for the purpose of reducing the risk of a spurious isclation or scram while allowing GPC necessary time to complete required surveillance of the remaining MSIVs.
On October 17, 1987, GPC isolated the l
"C" inboard MSIV following a measured full closure time of 2.3 seconds, which is faster than the unit Technical Specification (TS) limits specified in TS Table 3.6.3-1 and TS 3.4.7 of 3 to 5 seconds inclusive.
The GPC letter dated October 23, 1987 was reviewed to ensure that NRC and GPC i
were in agreement regarding the extent of the Enforcement Discretion.

discretion were discussed with:
L. Crocker, W. Hodges, D. Hood of NRR; M. Ernst, L. Reyes, A. Gibson, V. Brownlee, M. Shymlock, M.
- Sinkule, J. Menning of RII; J. Heidt, L. Sumner, and K. Tipps of GPC.
