SUBJECT:
VOLUME REDUCTION SYSTEM By letter dated July 17, 1987 you requested that we approve a revised commitment concerning operation of the Volume Reduction System (VRS). Your original commitment, as discussed in a February 7, 1985 meeting and documented in a letter received on that same date, was to retain the services of a vendor representative for at least the first six months of operation of the incinerator portion of the VRS for processing contaminated wastes. When this commitment was made, it was anticipated that contaminated wastes would be processed by the VRS within several months of February,1985. Our concern at that time was that your (n1 personnel would not have sufficient experience in operating the VRS and a vendor representative should be available to provide technical direction.
Since then your personnel have gained considerable experience in operation of the incinerator portion of the VRS while processing non-contaminated wastes.
In your July 17, 1987 letter, you proposed to use your own Byron Station engineers, rather than vendor representatives, to provide technical direction i
during operation of the incinerator portion of the VRS for the first six i
months of processing contaminated waste.
Based on the considerable experience your engineers have had in operating the system, we find your proposal acceptable.
