- Dear Mr. Roche:
This letter transmits the results of the NRC inspection conducted from June 15-19,1998
i '
at the Oyster. Creek Nuclear. Generating Station. The inspection focused on areas
I , important to the public health and safety, and consisted of an independent evaluation of
,' the motor-operated valve (MOV) program associated with NRC Generic Letter (GL) 89-10,
" Safety-Related Motor-Operated Valve Testing and Surveillance." At the conclusion of the
'
l inspection, the preliminary findings were discussed with you and members of your staff on
June 19,1998.
We were unable to close our review of the Oyster Creek GL 89-10 program'at this time, !
, . due to the fact that final actions for establishing the design basis capability of
l approximately two thirds of the valves in your program will not be completed until the
refueling outage that is scheduled to begin in September 1998. Actions that you have
committed to complete during upcoming refueling outages in 1998 and 2000, including (1)
completion of thrust calculations using the Electric Power Research Institute MOV
- Performance Prediction Methodology, (2) modifications of valve internals and motor power
cables, and (3) torque switch adjustments, are detailed in the enclosed inspection report.
