NRC EMERGENCY PREPAREDNESS ROUTINE INSPECTION REPORT
50-461/98009(DRS) AND NOTICE OF VIOLATION
Dear Mr. MacFarland:
- On May 8,1998, the NRC completed an inspection of your emergency preparedness program
at the Clinton Station. The enclosed report presents the results of that inspection.
. Areas examined within your emergency preparedness program are identified in the report.
Within those areas, the inspection consisted of a selective examination of procedures and
representative records, interviews with personnel, and observation of activities in progress. The
objective of the inspection effort was to determine whether activities authorized by the license
were conducted safely and in accordance with NRC requirements.
_ Based on the results of this inspection, the NRC has determined that violations of NRC
requirements occurred, as specified in the enclosed Notice of Violation (Notice). Examples of
~
violations were identified in a number of areas, including procedural adequacy and adherence.
.
-Individually and collectively the violations are of regulatory concern because they indicated that
during an actual emergency response,'some elements of your program did not function as
anticipated. We are concemed that the root causes of these violations'may not have been
adequately applied to other elements of your EP program.
You are required to respond to this letter and should follow the instructions specified in the
<
enclosed Notice when preparing your response. In your response, you should document the
specific actions taken and any additional actions you plan to prevent recurrence. After
reviewing your response to this Notice, including your proposed corrective actions and the
results of future inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
