Dear Congressman Mavroules:
On September 21, 1987 the City Council of the. City of Haverhill met in

special session for the purpose'of discussing the proposed designation of-1 an emergency operation center in our downtown area. By separate correspon--
1 dence, your office is being advised that the City Council adopted a Reso-lution opposing this designation.
d During the course of our deliberations, considerable discussion was j
held and great concern was expressed for any plan being devised which could-be a workable evacuation plan. Councillor. Gene P. Grillo, Ph.D., suggested-that we contact you for the purpose of requesting the Nuclear Regulatory Commission to make a-determination of whether there could, in. fact, be an eifective evacuation of the area impacted by Seabrook Station.
