By attached letter dated June 19, 1987, Wisconsin Electric requested NRR review f
of a Professional Loss Control report on the_results of their basic research on l
internal sealing of conduits for fire protection.
On July 16, Dave Wigginton and Ted Quay of my staff met with John Craig, Dave Notley, and Jim Norberg to q
discuss the approach for formal review of the report.. There are 24 or 25 utilities involved in supporting this effort with Wisconsin Electric as the contact for.
the utility group.
Since the Professional Loss Control effort is not specific to Point Beach alone, it was decided to recommend the formal review through the topical report program under Jim Norberg.
On this basis, it is requested that i
you provide the program review coordination responsibility and lead through the i
acceptance of the topical report.
We can assist at a later time to implement

any requireo licensee action on a plant-specific basis.
If this is not acceptable, l
please let us know.
It is also requested that you keep Ted Quay informed on the topical report review so that we can advise other PM's as appropriate.

INTERNAL SEALING OF CONDUITS THROUGH FIRE BARRIERS In July 1986 we informed your Office of Nuclear Regulatory Research of a project to evaluate internal conduit fire sealing requirements as described in Attachment 1.
In September 1986 we received a response with instructions to contact Mr. Donald F. Sullivan to arrange a meeting to present results as described in Attachment 2.
Mr. Michael S. Kaminski of

Wisconsin Electric has recently contacted Mr. Sullivan to arrange the meeting and was referred to Mr. David Notley of4 your staff.
They discussed the recommendation of presenting the project results to the Office of Nuclear Reactor Regulation because application of the results of nuclear plant design will
- directly affect licensing requirements.
Enclosed for your review are two copies of the final report describing the test program.
Results have been summarized, and general guidance has been included to aid participants in implementing the regulations regarding the internal sealing of l
conduits by providing a technical basis for design.
We would welcome the opportunity to meet with you or members of your staff to present the results of the project and review any questions which may arise.

LING OF CONDUITS THROUGH FIRE BARRIERS In response to the differing guidance in BTP 9.5-1 Appendix A, NUREG 0800 and 10 CFR 50.48 Appendix R, and in the interest of providing cost-effective fire protection based on sound technical information, a group of 23 nuclear utilities has embarked on a research project to evaluate internal conduit sealing requirements and
. develop design guidelines based on fire test data. This project is being coordinated by Wisconsin Electric Power Company with the h
technical assistance of Professional Loss Control, Inc.
The project consists of the following tasks:
1.
Collect and evaluate existing fire test data on internal conduit sealing.
l 2.
Survey existing plant configurations of conduit penetrations.

3.
Develop and conduct a test program to provide additional data.
4 Develop generic guidance for internal sealing of conduits.

This project is scheduled for completion by the end of 1986 calendar I
l year.
Because of this effort, the participating ceapanies may delay final policy decisions on internal conduit sealing until this more complete technical basis 1.s available. We will keep the NRC informed and would welcome the opportunity to present the results of the project to you.
