1.0 INTRODUCTION

NPF-47 for the River Bend Station, Unit'1. ' The proposed amendment would revise license condition 2.C(1) Attachment.1',. Item 4.b.'concerning radio communication in plant areas as per 10 CFR 73.55(f)1.

j As identified in the license' condition, there are areas;of the plant' where' communication with a hand held (portable) radio is difficult. 'The use of portable radios inside certain buildings while minima 11y' acceptable, needs improvement to eliminate attenuation of radio signals caused.by'.

seismically constructed walls and certain' types of equipment ~in localized 4

areas of those buildings.

GSU has requested an extension of the date'~ contained in' theilicense condition to complete the installation of additional' equipment and to 4

complete the acceptance testing during' plant outage conditions.

testing during an outage is recommended-due to possible radio frequency r

j interference problem.with other electronic ~ systems.

Once this determina-tion'is made, the system will be qualified for operational use, j

2.0 EVALUATION The requested changes in dates contained in the proposed revision to the l

license condition are reasonable and the proposed changesiare considered to be improvements in existing systems, with some' improvements in place at this time.

Because there are several redundant communications systems.

already in existence, this extension of. dates does not introduce any additional risk to the security system at this site.

l On the basis of.the above,ithe. staff concludes that the proposed changes.

are consistent with the intent'of current regulatory. requirements and published guidance-and, therefore, are' acceptable.

In addition, the staff has updated license condition 2.0 to specify the current approved versions of the River Bend Physical Security Plan, River Bend Guard Training and Qualification Plan and River Bend Safeguards Contingency Plan and to add a reference.to the Miscellaneous Amendme,ts and' Search Requirements revisions to 10 CFR 73.55..This is an adm'nistra-tive change which has no impact on safety.

3.0 ENVIRONMENTAL CONSIDERATION

1 This amendment involves a change to a requirement with~ respect to the installation or use of a facility component located within the restticted area as defined in 10 CFR Part 20.

The staff has determined that the amendment involves no significant increase in the amounts, and no signifi-cant change in the types, nf any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure.

The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.

l Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b),

no environmental impact statement nor environmental assessment need be prepared in connection with the issuance of this amendment.

4. 0 CONCLUSION I

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the' health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

The staff therefore concludes that the proposed changes are acceptable, and they are hereby incorporated into the River Bend Unit I license, j
