CALLAWAY - REACTOR VESSEL HEAD CLOSURE STUDS The staff has reviewed your letter of October 29, 1987 regarding the status of the reactor vessel head closure studs at Callaway.

In that letter you determined that normal tensioning of 53 out of 54 studs will assure reactor vessel integrity, and you committed to shut down if the vessel head inner o-ring exhibits leakage.

Based on our review, we have determined that your evaluation and commitments as stated in your October 29, 1987, letter are acceptable, and agree to operation of Callaway Plant for all operational modes. A complete safety evaluation will be provided at a later date.
