BROWNS FERRY NUCLEAR PLANT UNITS 1,2, AND 3 - REACTOR BUILDING RADIATION MONITORING EQUIPMENT (TAC NOS. M89680, M89681, AND M89682) l

Dear Mr. Scalice:

On April 13,1993, the U. S. Nuclear Regulatory Commission (NRC) staffissued Amendment Nos.195,210, and 167 to the respective operating licenses for the Browns Ferry Nuclear Plant Units 1,2, and 3 (BFNP). The amendments reflected replacement of analog components in the reactor building ventilation radiation monitoring (RBVRM) systems with digital components. Staff acceptance of the proposed amendments was contingent, in part, upon the Tennessee Valley Authority's (TVA) performance of a survey of electromagnetic interference (EMI) and radio frequency interference (RFI) at the site and submission of a report on the survey results to the staff. Interim operation of the digital equipment was accepted pending staff acceptance of the test results.

TVA submitted the survey test reports on December 23,1993. The NRC staff reviewed the report and requested additionalinformation on this issue on December 8,1994. TVA responded to this request on April 14,1995. This submittal was reviewed by the staff, and on January 18, 1996, the NRC staff held a telephone conference with TVA staff to discuss the issues further.

This telephone conference resulted in a verbal request for additionalinformation, to which TVA responded by letter dated July 25,1996.

g On December 11,1996, the NRC issued a safety evaluation (SE) to document the staffs j

conclusions regarding the outstanding issues related to EMI and RFI with the RBVRM. The SE l

documented acceptance of all but one of the outstanding staff concems. The staff concluded

)j that TVA did not fulfill a commitment made in its letter of March 16,1993, which described the proposed test program, and therefore, either additional testing orjustification of the adequacy of a test standard that had been used in the test program was requested.

TVA agreed to perform the additional testing, and by letter dated September 15,1997, TVA submitted test report, " Qualification Plan and Report MIL-STD 462D, CS114, Conducted Susceptibility, Bulk Cable Injection, NUMAC Reactor Building Vents Radiation Monitor (RBVRM)

TVA Browns Feny Units 1,2, and 3." The test report documents tests to demonstrate qualification of the installed RBVRM systems at BFNP to MIL-STD-4620.
