S AFEGU ARDS INFORMATION JUL 311987 Docket No. 50-312 Sacramento Municipal Utility District Rancho Seco Nuclear Generating Station 14440 Twin Cities Road Herald, CA 95638-9799 Attention: Mr. G. Carl Andognini Chief Executive, Nuclear Gentlemen:

This acknowledges receipt of District letter, File JEW 86-904, dated November 24, 1986, by which you transmitted Amendment 13 to the Rancho Seco Nuclear Generating Station Physical Security Plan, dated February 23, 1979. We have reviewed those portions of the amendment indicated as being in accordance with provisions of 10 CFR 50.54(p). We have determined that portions of these plan changes are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.

However, portions were found not acceptable as indicated in the attached enclosure. Accordingly, you are to follow your previously approved plan in regard to these items.

Other changes submitted with the amendment (specifically, item numbers 13, 24, 28, 29, 30, 35, 36, 46, 47, 48, 50, 51, 52, 53, 54, 55, and 78 in enclosure 1 to your letter of November 24) are under review at NRC Headquarters and the results of that review will be communicated to you by that office.

The items indicated in the enclosure were discussed with your site security manager on July 22, 1987.

It was indicated that these items could be rewritten to reflect published NRC requirements or guidance and it was agreed they may be resubmitted under provisions of 10 CFR 50.54(p) as Amendment 14 to the security plan.

Should you want to pursue changing the security plan with respect to the changes set forth in the enclosure as presently written, you should resubmit under the provisions of 10 CFR 50.90.

The enclosure to this letter contains Safeguards Information which is required to be protected against unauthorized disclosure in accordance with 10 CFR 73.21.

The enclosures to your letter contain Safeguards Information of a type specified g M FR 73.21 and are being withheld from public disclosure.
