Gentlemen:
During the period of June 16-26, 1987 the NRC Administered requalification examinationsLto 20% of the licensed personnel at the Prairie Island Nuclear i
Generating Plant.
It has been determined that 53% of those persons examined l
have failed one or more portions of the examination.
In accordance with guidance in NUREG 1021, Operator Licensing-Examiner Standards, the Prairie Island requalification program is rated as unsatisfactory. You were notified

of this by telephone on July 31, 1987 by Mr. H. J. Miller of my staff.
Based on this telephone conversation it is our. understanding that Northern States Power Company will:
Immediatel> remove from all licensed duties those persons identified as a.
having failed.the NRC examination until such time as they have satisfac-I torily completed an NRC approved accelerated retraining program or an NRC examination, b.
Meet with members of my staff at the Region III Offices on or before August 10, 1987 to present your assessment of the NRC exam results and g
your plans to implement both short term and long term corrective measures to the Prairie Island requalification program.
If you do not agree with our understanding on these matters please notify us immediately.
