c4 The Nuclear Regulatory Commission (NRC) in an April 15, 1987 ruling has reaffirmed its October 15, 1985 approval of the on-site disposal of low-le.-el radioactive waste (LLRW) at the Davis-Besse Nuclear Power Station.
According to the NRC Administrative Judge, there are no further possibilities tor review.
The League of Women Voters believes that this decision ignores the environmental dangers posed by on-site disposal of LLRW at Davis-Besse and urges Congressional representatives to hold hearings regarding this action by the NRC and the appropriate management of mixed wastes at Davis-Besse.
The League's concerns are the following:
The site at Davis-Eesse is a natural hazard area subject to flooding and has done so at least 23 times in the last 15 years.
Pollutants t'a a t would reach the aquifer would dischcrge ultimately to Lake Erie which is the drinking water supply source for 26 million people.
- Once an aquifer becomes contaminated it is virtually impossible to clean up.
The Toledo Edison Company (TECO) that operates Davis-Besse has provided inadequate assurances that the disposal system will contain the radioactive and mixed wastes.
Burial of LLRW at Davis-Besse poses unnecessary, avoidable risks to both the public health and the environment.
There are other, lower risk alternatives that may have acceptable Costs.
In 1980, the U.S.
Congress enacted the Low-Level Radioactive Waste Policy Act, which gave responsibility for disposal of smmercially generated LLRW to the states.
As a result, the Midwest compact, of which Ohio is a member, was formed.
December 31, 1992 is the date when the three existing LLRW disposal sites will refuse to accept out-of-state wastes.
Until that time, Nevada, So. Carolina and Washington will continue to accept wastes generated from out-of-state.

Ohio has demonstrated that this state is actively engaged in trying to solve these long-range problems through the Federally mandated Policy Act.
The League of Women Voters recognizes that transporting nuclear wastes increases the likelihood of accidents that could en-danger public health.
The League also recognizes that transporting is less risky than allowing these wastes to be permanently disposed at an environmentally unsafe facility.
When League members testified at the hearing in Sandusky in i
j August of 1986 we opposed this burial " project plan" and we oppose it still.
Stewardship and long range planning in the management of natural resources are. responsibilities that must be shared by all levels of government.
It is time to examine myopic solutions to problems that threaten the physical, chemical and biological integrity of ecosystems and the public health.
