October 4, 1976 PRELDiINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-76-56 I

,This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

INTRUDER APPREHENDED WITHIN PROTECTED AREA At 10:00 a.m. October 3, 1976, a seventeen-year old high school student, who was camping at Illinois State Beach Park, south of Zion Station, l

approached the southeast ec.rner of the protected area fence. His presence was detected by the intrusion alarm and his movements were observed remotely on the CCTV system. Two guards were di'apatched to '

the scene. sgg The intruder continued north on the beach (public property) ,

l i and broke the Infra-red alarm beam when he climbed over the barbed '

wire barrier fronting the concrete ' forebay wall. As he proceeded south

I k on the walkway of the forebay, he was apprehended by the guards. He offered no resistence. He was 1nterviewed by the shift supervisor who turned him over to the Zion Police. The intruder's stated reason for '

coming over the fence was "to see the reactor." He was held by the Zion Police for a few hours and turned over to his father. Commonwealth Edison plans to prefer charges for trespassing. At this time there has 6 been no known press coverage and no press release is planned by either /

Commonwealth Edison or Region III. j) l l Region III received notification of this occurrence by telephone from Zion Station at 8:20 a.m. on October 4, 1976.
