Davis-Besse Plans for Improving the Quality of LER Reports Gentlemen:

Toledo Edison Company (TED) was advised by letter dated September 11, 1987 (Log 1-1665) of the results of the NRC's review of Davis-Besse (D-B)

License Event Reports (LERs) issued during the period of July 1, 1986 through June 30, 1987. Although D-B LERs were rated above average, TED was requested to provide plans for improving the quality of LERs in the areas'of 1) providing unique identification for failed components, and 2) providing more detailed information relating to root cause and corrective actions in the abstract section of the LER.

TED has reviewed the LER Assessment Report and taken appropriate action to improve the quality of D-B LEPs. The LER Assessment Report has been used as feedback to D-B LER writers. This assessment was also compared to the guidance provided in NUREG 1022 and its supplements to provide a better understanding of report content requirements and expected level of detail.
