DESCRIPTION OF EVENT

On' October 2,.1987, at 1411 EST with units 1 and 2 in mode 5 (0 percent m
}:
power, 3 psig.. 119 degrees F and 0 percent power, 73 psig, 123. degrees F, respectively). the control room personnel were notified by modifications personnel.that penetration fire barrier breach permits (PFBBP) 5155, 5156, and 5157 would not be. closed within the required seven-day duration of l'

L6860 and Workplans 12602 and 12604 which implemented security improvements to comply with NRC commitments in accordance with 1C CFR 73.55 The PFBBPs were on doors C-37, C-36, and C-65.
Door C-37 was-l
-replaced with a bullet-proof door.
Door C-36 and C-65 were opened to allow passage of welding leads used in the modification work on the elevation 732 stairway ceiling and end walls.
Door C-37 is at.the top of stairway C-1.
Door C-36 is between the hallway outside of the main control rcom on the unit 1 side and the Turbine Building. -Door C-65 is in series with C-36 from the hallway outside of the main contro') room.
CAUSE OF EVENT This event was caused by the amount of time required to replace door C-37 and the stairway: modifications.
The modification could not be completed within the seven-day timeframe required by the TS LCO 3.7.12.
ANALYSIS OF EVENT This special report is being submitted as required by the action statement I
of TS LCO 3.7.1'2(a)..
The action required by LCO 3.7.12(a), of verifying operability of fire detectors on one side of nonfunctional fire barrier and establishing a fire watch patrol to inspect the zones affected, was established to compensate for the decreased level of fire protection.
A continuous watch by Nuclear Security officer to compensate for the decreased safeguards level was also established in addition to the fire watch patrol.
CORRECTIVE ACTION The physical work requiring the subject PFBBPs to be open has been completed and the PFBBP closed.
The subject doors are now functional.
Recurrence control is not necessary as this modification was a preplanned event which had been evaluated.
ADDITIONAL INFORMATION The new C-37 fire door was manufactured by Overly Manufacturing Co.
l There have been 34 previous reports concerning fire barriers breached for longer than seven days.
