July 19, 1976 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT -- PNS-76-33 This preliminary notification constituted EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Facility: Commonwealth Edison Company, Zion Unit No. I and 2 (DN 50-295 & 50-304) Zion, Illinois

Subject:

INTRUSION OF OUTER FENCE PERIMETER Commonwealth Edison Company reported to Region III (Chicago) that at 0403 hours0.00466 days <br />0.112 hours <br />6.66336e-4 weeks <br />1.533415e-4 months <br /> on 7/18/76, a car intruded into the area between the plant outer perimeter and the security fence. The outer perimeter fence is the licensee owner control fence built at his option. It is not part of the security controlled area. The car, occupied by i.wo males, 19 and 20 drove around ,

RR typo barriers striking and injuring'a guard. At no time was the security area breached. The car drove erratically within the fenced

2 minutes and then returned to the gate. As it slowed to leave, the other ' " ~

guard was told by the driver, "Get, out of my way or I'll kill you." The

  • ,' guard fired four shots at the car as it again drove around the barriers and left; one shot hit the gas tank. The Zion police tracked the trail of gasoline to a.ncarby drive-in resturant where the occupants of the car were arrested. They are currently free on bail. The only charge pending is a battery complaint made by the. injured gaurd. The utility is considering other charges.

The injured guard was' treated for a leg injury at a Waukegan hospital and released.

I The Zion, Illinois Police Department advised Region III on July 19 that they 0 had found drug paraphernalia in the car but no drugs. The driver was very 2i emotional and according to police appeared to be i ~'er the influence of narcotics. Upon questioning by the police, both individuals denied any group affiliation, and neither has any known connection with the licensee.

According to one subject, they fell asleep on the beach and when they woke up, they lost their way. They told police they thought the facility was a manu'facturing plant and didn't remember any unlawful activity. Prior to their arrest.pne subject called the police and complained that his car had been shot at while passing a manufacturing plant. The police are of the opinion at this time that the two were "high" and had not planned any action against the

The region notified, the Chicago Office of the FBI. Region IIIis conducting an investigation of the occurrence. '
