SYNOPSIS On December 2,.1997, the U.S. Nuclear Regulatory Commission. Office of Investigations (OI), Region II (RII).-initiated this investigation to determine whether a. licensee representative violated the integrity of the reactor operator / senior reactor operator licensing examination by desiring to change the licensing examination to assist candidates in recognizing the-correct answers.

Based upon the evidence developed during the investigation, and legal opinion provided by RII counsel, 01 did not substantiate the allegation.
