OCTOBER 23,~1987 Enclosed is the Dresden bi-Weekly status report from.the NRC Resident Office at Dresden. The NRC resident staff and two (2) region-based inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public

'with an overview of plant activities.and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

B. Uft3 On October 23, 1987, as of 2:30 p.m. (CDT), the unit was operating at 96% power in its 24th day of operation.

2. FACILITY OPERATIONS

8. PROGRAMS INITIATED During the bi-weekly period, the licensee initiated a new program to ensure that additional licensed operators will be available during the normal day shift to assist the unit operators with the administrative and operational work loads. This program will also ensure that licensed operators will not exceed the administrative limits for working hours. This is in further response to a licensed operator exceeding the " Nuclear Power Plant Staff Working Hours" policy statement recommendations as reported in the first bi-weekly status report for the period of August 17 through 28, 1987.
3. ITEM OF SPECIAL INTEREST j Unit 2 Reactor Scram from Spurious Scram Signal

)

On October 20, 1987, Unit 2 scrammed from about 100% power. The scram occurred during. performance of the Main Steam Line functional test on the "C" Line Radiation Monitor. At the same time, a spurious scram signal occurred on the "B" Main Steam Line Low Pressure Monitor. The "8" line

low pressure switches have a history of spurious scram signals caused by j vibration of the switches. Since January 1987, there have been 27 half. A scrams and isolations, including two half Group I isolations on October 12 l and 14, associated with the "B" low pressure switches (all but one at above 90% power) and one reactor scram (on October 20). The licensee had previously initiated a modification to install vibration dampers, but had not completed the engineering review until recently. Because of the i scram, the licensee's management decided to install the modification 1 prior to commenring a unit startup frcm the scram.

The modification was completed on October 21, 1987, and the unit was returned to powcr. The Resident Staff observed the modification installation and will observe the unit performance to evaluate the {

effectiveness of the modification. {

5. NRC STAFF ACTIVITIES DURING THE PERIOD I I

The Unit 2 shutdown on October 20 and the Unit 2 startup on <

October 21 were both observed. The staff observed the ,

corrective actions and return-to-service testing.

2. Reactive' Inspections The staff responded to the Unit 2 Reactor Scram on October 20.

4 B. Region Staff

1. Routine Inspections One Regional Inspector was on site October 21-23 reviewing the ;

installation process used for fire seals' in penetrations.

2. Reactive Inspections One Regional Inspector was on site.0ctober 15, reviewing the September 22, 1987, LPCI transient and Flued Head Anchors used for containment penetrations.

C. Headquarters Staff On October 23, Commissioner K. Rogers toured Dresden and met with  !

the licensee. Items discussed included the improvements the  ;

licensee has made in most performance indicators and improvements still needed in scram reductinn. C. Paperiello, Deputy Regional Administrator, N. Chrissotimos, Deputy Director of Reactor Safety, M. Ring, Section Chief and the Resident Staff accompanied Commissioner Rogers on his tour.
