Subject: NRC Special Inspection Report No. 50-322/87-14
This letter transmits the results of the special team inspection conducted-by
Mr. Curtis J. Cowgill and members of the NRC Region I and Office of. Nuclear
. Reactor Regulation staffs on June 22-26, 1987, at the Shoreham Nuclear Power
Station, Wading River, New York. The purpose of this inspection was to review
the findings contained in combined training and qualification audits NB-86-01
and QS-86-03 and to assess the training effectiveness at the station.
The
-inspection consisted of observation of activities, review of audit findings and
corrective actions in response to the audit findings, review of selected
licensee training programs, and interviews with licensee personnel.
Mr. Cowgill and the team met with Mr. S. Skorupski and others of your staff at
the conclusion of the inspection to discuss our observations and preliminary
conclusions.
Within the scope of the inspection, no violations were identified.
Our inspection concluded that your actions taken in response to the combined

training and qualification audit were acceptable and, in general, comprehen-
sive. Our inspection did not identify any instances of inadequate. training of
personnel.
Further, we consider your efforts to develop a computer-based
tracking system to be a noteworthy initiative to improve training program
.
recordkeeping and scheduling. Your transition to the computer-based tracking
)
system was in progress at the time of our inspection. Although our inspection

identified some minor instances of confusion regarding the transition, we did

not identify any cases of loss of traceability of training. We understand that

once your new system is in place you intend to conduct a comprehensive audit
!

to. evaluate the effectiveness of the transition. Your efforts in this regard
l
will be reviewed in a future routine inspection of your licensed activities.
