Chairman Jackson's comments on SECY 98-061 I disapprove the staff's recommendation to deny the petition. I approve the petitoner's request for rulemaking that would change 10 CFR 50.47(b)(10) by inserting the following sentence after the first sentence:"In developing this range of actions, consideration has been given to evacuation, sheltering, and prophylactic use of potassium iodide, as appropriate."

Regarding the second part of the petition dealing with a request that the Federal Government make a statement clearly recommending stockpiling of Kl as a ' reasonable and prudent' measure, there does not appear to be sufficient supporting evidence that such a recommendation would be justified in all cases; therefore, I can not approve this portion of the petition. However, I do. feel that on a case by case basis, State and local decision makers, provided with the proper information, may find that the use of Kl as a protective measure is

" reasonable and prudent"; therefore, I support insertion of a statement to this effect in the Federal Register Notice on the revised Federal Policy. To provide a basis for making an informed decision, the staff should submit the attachment to the paper. Assessment of the Use of Potassium fodide As a Public Protective Action Durina Severe Reactor Accidents for appropriate peer review. Upon resolution of the comments received from the peer review, the staff should issue the document to State and Local planners to enable them to make an

- informed decision as to whether Kl is an appropriate protective measure.
