Subject: Routine Resident Inspection 50-213/87-25 (8/26/87 - 10/8/87)

l This transmits the findings of the above subject NRC inspection by J. T.

Shedlosky, A. A. Asars and others at the Haddam Neck Plant. The findings

i have been discussed with Mr. D. B. Miller of your staff.

l

Thank you for informing us, by letter dated September 18, 1987, of your

decision to discontinue convening separate Plant Operations Review Committee

meetings for review of Plant Design Change Records. This change, which is

discussed in Cetail 5.3 of the enclosed inspection report, is acceptable to the

NRC.

During this inspection, we observed that management attention to outage activities

was detailed and ongoing, and had a strong focus on maintaining radiation

exposures as low as practicable. Also, our observations of diving activities

in support of repairs to the reactor vessel core suppnrt barrel and thermal

shield found a thorough implementation of radiation protection controls.

We also note that you expanded the scope of the Reactor Pressure Vessel

Intervice Inspection because of the lack of pre-service baseline data on the

Reactor Vessel and because of changed ASME Boiler and Pressure Vessel Code require-

ments, k'e consider this voluntary action to be a significant positive contribution

to the assurance of reactor safety.

As noted in Attachment I to the enclosed report, equipment maintenance and

cleanup concerns identified by the Region I Administrator were considered l

sufficient to warrant a repeat inspection after outage completion. 1
