RESPONSE TO APRIL 27, 1987 LETTER REGARDING NOTICE OF VIOLATION AND ORDER IMPOSING A CIVIL MONETARY PENALTY FOR BYRON STATION UNIT 1 (EA 86-48)
This acknowledges receipt of the letter from Cordell Reed, dated April 27, 1987 enclosing a check for $50,000 in full payment of the civil penalty imposed by the NRC on February 26, 1987.
In his letter, Mr. Reed questioned the application of the NRC Enforcement Policy and expressed his expectations for the future. The staff intends to take vigorous enforcement action for licensees who do not achieve the necessary meticulous attention to detail and high standard of compliance which the NRC expects of its licensees in order to further the public health an.d safety.

Your corrective actions will be subject to future inspections of both plants.
