We have reviewed the order from the Atomic Safety and Licensing Appeal l
Board dated October 13,1987, and are providing the following response.

Response to Item 1: The siren sound pressure levels in Merrimac, Massachu-setts, were evaluated based on the use of the sirens identified in Figure 2.1-2 from f
the New Hampshire Radiological Emergency Response Plan through a technical analysis conducted by Wyle Laboratories in October 1987. This analysis was based on the following: (1) the calculation of predicted siren sound levels at several l
representative locations throughout the community utilizing a computer model for siren sound propagation which considers barriers, ground cover, weather, and propagation distance; and (2) determination of the siren coverage throughout the i
area using the siren contours depicted on the Emergency Response Plan map (Figure 2.1-2). It was determined that sound levels throughout Merrimac could be expected to exceed 50 decibels (C-weighting).

Wyle's ambient background sound levels were obtained in accordance with key elements of this guidance.

Response to Item 3: The siren sound levels at four locations very close to those where the Massachusetts Attorney General's consultant (Gregory C. Tocci) conducted his measurements of the ambient background sound levels in Merrimac were calculated by Wyle Laboratories in October 1987. These calculations.were based on Wyle's model for predicting siren sound propagation.
The resulting predicted values are listed in the following table. These predicted values are generally consistent with values derived from the contours on the Emergency Response Plan map.
