This refers to the routine safety inspection conducted by Mr. George Napuda of
this office on August 10-19, 1967 at Peach Bottom Atomic Power Station, Delta,
Pennsylvania and your Philadelphia, Pennsylvania corporate offices of activi-
ties authorized by NRC License Nos. DPR-44 and DPR-56 and to the discussions of
our findings held by Mr. Napuda with Mr. D. M. Smith and other members of your
staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspec-
tion Report which is enclosed with this letter.
Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspectors.
Our inspector also verified the steps you have taken to correct the violation
brought to your attention in our letter dated February 15, 1987. We have no
further questions regarding your action at this time.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This violation has been
categorized by severity level in accordance with the " General Statement of
Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C
(Enforcement Policy). You are required to respond to this letter and in
preparing your response, you should follow the instructions in Appendix A.
We note that an unresolved item discussed in paragraph 3.3 of the report
identifies purchases of valve parts from a vendor that has not been on the
Evaluated Supplier List for a number of years.
Another unresolved item
discussed in paragraph 4.3 of the report indicates your commitment to implement
a formal training program, includtng appropriate documentation, for Document
Admir.istration Center personnel. We request you to provide this of fice within
30 days (1) the programmatic and technical bases for continued procurement
