I approve Option 2. The staff should assist in the development of the NFPA standard. The staff needs to assure that nuclear safety principles, risk j
i information, and performance-based concepts are included in the NFPA standard as appropriate. The staff should return to the Commission and
~
make a recommendation on adopting the NFPA standard once it is drafted.
The staff should pursue rulemaking to make a minor change to Section Ill.M of Appendix R to eliminate the requirement for non-combustible penetration seal material. The staff should continue to develop lessons learned from~the IPEEEs and FPFis. The staff should report back to the Commission on the results of the IPEEEs and the FPFis along with -
recommendations to address the issues identified.
