4 Commissioner McGaffigan's Comments on SECY-98467 I want to commend the staff on their work in preparing the documents in SECY-98-067, but I

believe that the pisnned revision to the Maintenance Rule (MR) will soon necessitate changes te, the documents associated with SECY-98-067.

- For example, the requirement for a Configuration Risk Management Program (CRMP) to be
]
placed in plant Technical Specifications (TS) stemmed, according to staff response to stakeholder' comments, from the current MR use of " preventative" and "should," as well as the absence of a reference to " risk" in the assessment of current and expected plant configuration.
The proposed revision to the MR described in the SRM on SECY-97-173 and soon to be presented to the Commission as a proposed rule for public comment appears to address and.
resolve all the concems stated by the staff in articulating the need for a TS CRMP. The staff should revisit the documents associated with SECY-98-067 and promptly make the changes needed to conform to the revised MR upon issuance of the revised final rule late this year. The j
staff should support expeditious revisions to remove the CRMP from plant TS upon request by a
licensees after the MR revision is issued in final form.

I join with Commissioner Dicus in asking the staff to report back to the Commission with lessons leamed and stakeholder comments following one year of implementation of these initiatives.

Risk-Informed Regulation of Power Reactors" after revision by the staff to reflect Commission i
guidance and direction associated with SECY-97-287 and SECY-98-015. The feedback and corrective action described in Section 5.4 of RG 1.175 should be clarified to contain performance monitoring for systems, structures, and components and feedback to the risk-informed inservice Testing program for appropriate adjustments.
