We have received your letter dated June 9,1987, which details the present

status of your meteorological data transmission system and discusses your re-

evaluation of proposed long-term solutions to previously identified data

transmission problems. J

Your proposal to utilize the Offsite Information System to provide back-up

meteorological data transmission capability appears to be an acceptable

alternative to your previous committment to install digital data displays and

a dedicated, real time data terminal. Adequacy of these systems will be

examined during a future inspection of your Radiological Environmental

Monitoring program.

Informational Letter in Regard to

Unresolved Item No. 50-213/85-08-04

I&E Inspection No. 50-213/85-08 (Reference 1) identified an

unresolved item (No 50-213/85-08-04) in regard to Connecticut

Yankee Atomic Power Company's ( C YAPCO ) inability to bring nete- {

orological monitoring equipment within tolerance ranges specified I

in calibration procedures. A short term solution - utilizing

!

spare wires in the cable between the Meteorological Building and 1

the Control Room - was accomplished. Reference (2) committed to j

evaluate long term solutions. Part one of the long term solution

involved installing a data terminal in the control room which

utilized a transmission path separate from that used for

previously installed equipment. This was reported complete in

Reference (3) which also extended the date for part two -

replacing the analog recorders with digital data displays and

installing a dedicated, real time data terminal - to December 1,

1987.

The purpose of this letter is to inform you of the results of a

reevaluation which -CYAPCO has done on this issue. . The present

system performs well. The information' received.in the control

room via the data terminal is accurate and reliable. The analog

recorders function well and provide a backup to the terminal. A

new plant process computer will be installed during the upcoming

refueling outage. The Of fsite Information System (OFIS), which

permits access of plant process computer data by several remote

l 'ocations, will be operational approximately six. months following

.

the outage (about April 1988). OFIS will be supplied with mete-

orological data. Since this system would essentially duplicate

part two of the proposed long term solution, CYAPCO intends to

use OFIS in place of part two. It should be noted that CYAPCO

considers the presently installed system to'be adequate in all

respects and the use of OFIS to transmit meteorological data to

be above and beyond that required.
