Modify Emergency Diesel Generator (EDG) Inspection Requirement In accordance with 10 CFR 50.4(b)(1), enclosed is Technical Specification Change Request (TSCR) 230 (Rev.1). This submittal replaces the previously submitted TSCR 230 in its entirety.

Also enclosed is a Certificate of Service for this request certifying service to the chief executive of the township in which the facility is located, as well as the designated official of the State of New Jersey Bureau of Nuclear Engineering.

By letter dated February 22,1996 GPU Nuclear submitted TSCR 230. That submittal proposed deleting the requirement that the biennial inspection of the EDGs be performed during shutdown.

In addition, it proposed that the Allowed Outage Time (AOT) be extended (for the biennial inspection only) from 7 days to 14 days. Several other changes such as deleting the phrase "in any 30 day period" and deleting references to engineered safety features (ESF) were also included. The NRC staff responded with a Request for Additional Information (RAI) on March 25,1996. GPU Nuclear submitted a response to the RAI on June 13,1996. The staff prepared a j second RAI dated January 7,1997, which focused on the probablistic risk assesssment (PRA) justification for the increase in AOT. On September 25,1997 GPU Nuclear augmented the PRA  ;

justification for the proposed changes. In November of 1997, the stafTprepared a third RAI which included a requirement that two additional specifications be submitted to complement the proposed changes. The staff was particularly concerned with the extension of the AOT and the PRA support for that change.

l GPU Nuclear's intent in this matter was the elimination of the requirement that the biennial l inspection of the EDGs be done while the plant was shutdown This allows EDG maintenance to  !

be accomplished prior to the outage which increases the reliability of onsite ac power during shutdown conditions.

On September 26,1998, refueling outage 17R will commence at Oyster Creek. In order to a

maximize the reliability of on site power sources during the upcoming refueling outage, GPU Nuclear would like to have the option of performing the inspection of one of the EDGs and testing the diesel start batteries during the operating cycle prior to commencing the refueling outage. Therefore, TSCR 230 has been revised and greatly reduced in scope. The attached TSCR 230 (Rev 1) requests deletion of the requirements that the biennial EDG inspection and the station battery capacity tests be done while the plant is shutdown. It also increases the per cent of rated power to be reached during the testing of the diesels in response to the NRC review of our original submittal. In addition, a minor wording change has been included and a typographical error has been corrected.

I Pursuant to 10 CFR 50.91(a)(1), enclosed is an analysis applying the standards in 10 CFR 50.92 to make a determination of no significant hazards consideration.
