Re: Sequoyah Nuclear Plant Units 1 and.2 Plant modifications were performed by the Tennes'see Valley Authority (TVA) to the auxiliary feedwater pump dischrge lines to replace the existing pressure control valves with cavitating venturis. These modifications changed the system resistance of the auxiliary feedwater flow' path and- thus raised a concern regarding the adequacy of the existing Technical Specification (TS) J surveillance requirement (differential pressure of greater than or equal to 1397 psid on recirculation flow) to demonstrate full flow capability.

By letters dated December 23, 1986, supplemented on June 25, 1987, and September 24, 1987, TVA submitted its proposal for demonstrating auxiliary feedwater system operability for Mode 3. This included plans to reestablish an appropriate surveillance requirement pressure drop based on calculations, to be confirmed by verification testing once in Mode 3, and subsequent submittal of a request for a TS change to incorporate a new surveillance requirement if any TS changes were warranted. -

The NRC staff has completed it evaluation of TVA's methodology, calculations .

and procedures for addressing auxiliary feedwater operability and concludes.  ;

that they are acceptable and would support entry into Mode 3 Within 60 days' j of completion of the verification testino in Mode 3, TVA is required to submit  ;

either the above-mentioned proposed TS change request or a letter documenting  :

the acceptability of the existing TS. Enclosed is the staff Safety Evaluation.
