This is in response to your letter dated June 12, 1987 with attached Chapter 4.0 (Pages 4-14 and 4-14(a)) proposed revisions to your currently approved 10 CFR Part 70 Fundamental Nuclear Material Control (FNMC) Plan dealing with notification of out-of-control SNM measurement conditions to licensee management in a timely manner.

submitted for our review by you as a result of Region II's partial denial of your May 15, 1987 FNMC Plan changes issued under the provisions of 10 CFR l

70.32(c).

B.S. Dunn, of GE and Mr. R.L. Jackson, of NRC on September 17 and September l

21, 1987, we have decided (as agreed upon in the previously referenced telephone conversations) that your proposed June 12, 1987 FNMC Plan revisions, as well as the concerns expressed in Region II's Evaluation Memorsodum (70-1113/31 VM) to us dated Nay 29, 1987, may be properly addressed during our current review of Chapter 4.0 to your proposed 10 CFR Part 74 FNMC Plan.

Until such time that the Part 74 FNMC Plan is approved, continue to follow page 4-14 and 4-14(a) of your currently approved 10 CFR Part 70 FNMC Plan.
