AMENDMENT NO. 86 TO FACILITY OPERATING LICENSE N0 DPR-54 RANCHO SEC0 NUCLEAR GENERATING STATION (TAC N0. 64879)

The Coninission has issued the enclosed Amendment No. 86 to Facility Operating License No. DPR-54 for the Rancho Seco Nuclear Generating Station. This amendment consists of changes to the Technical Specifications in response to the application dated February 20, 1987,~as supplemented by letter dated June 2, 1987.

This amendment revised Technical Specification 3.I.6, " Leakage", and Technical Specification 3.8, " Fuel Loading and Refueling", related to requirements for monitoring airborne radioactivity inside Rancho Seco containment. The revision reflects hardware changes that are intended to increase primary coolant leak detection sensitivity by monitoring airborne particulate.

A copy of our Safety Evaluation is also enclosed. Notice of Issuance will be included in the Commission's bi-weekly Federal Reaiste_r notice.
