The' purpose of this inspection was to review the fuel assembly. fabrication ~

activities associated with Combustion Engineering'.(CE) and the-implementation, of the quality assurance- (QA) program at your' Windsor facili.ty. (The inspection included a review of tubing manufacturing and testing,Lfuel pellet manufacturing.

and testing, follow-up corrective' action on previous inspection findings,xand.

evaluations by CE-of leaking fuel -at'various facilities. Areas examined. L during the inspection and the findings are discussed?in the enclosed: report.;

This inspection consisted of an examination of procedures 1and representative L records, interviews-with personnel, and-observations'by;thetinspectors.,

The response requested by this letter is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
