I APPENDIX A General Electric Company Breaker Plant Operations j Docket No. 99900219/87-01 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on May 12-16, 27-28, 1987, it appears that certain of your activities were not conducted in accordance with NRC requirements.

Criterion XVIII of Appendix B to 10 CFR 50 states in part: "A con >prehensive system of planned and periodic audits shall be carried out to verify compliance I with all aspects of the quality assurance program and to determine the effectiveness of the program."

Section XVIII of the General Electric Quality Assurance Manual in paragraph 3.3 states, " Process audits shall be conducted quarterly to measure the effectiveness of a manufacturing process (i.e., welding, stamping, painting, testing, etc.)

in meeting the quality requirements."

Contrary to the above, during 1987, audits had not been performed in all areas.

The pr.ocesses to manufacture box barrier assembly and.rachet wheel were the only ones which were audited on April 14 and April 22, 1987, respectively.
