Of particular interest has been

the event at the Hatch Unit 1 nuclear. plant where all eleven SRV's1 a y]

when. challenged to relieve excessive reactor 1 pressure on Julyi3, 1982.

GE is' undertaking,-on behalf of Georgia Power, a special test' program at'.
, :gj Wyle of all the Hatch valves:to try to: determine the reason for the<high aj setpoint drift. As of November 29, 1982, the first seven of<the valves) 1 had successfully passed the first screening te'stffor; opening'on less-j than or equal to 103% of setpoint steam pressure applied at a : fast.
W ramp rate of 60-120 psi /sec. The next valve,.which was being. tested; when the NRC personnel arrived at-Hyle' November 29, did not pass this e-1 screening. test.
It was then tested with air pressure with the. valve. air-actuator lifted to remove spring load from the pilot-to determine the.
, force required to unstick the pilot disc from'its seat. The disc'did C
not unstick using a maximum air pressure of 50. psig. At'the time.of' this test, we could not determine whether this valve had been cycled after the Hatch event. We didLlearn from Georgia' Power that althoughi E 1
.they intended to leave'a few valves in~the uncycled conditionLthe plant:
experienced another transient that resulted'in a. reactor. scram sometime i
during August and that many if not all the SRV's were again challenged.
During this transient all valves functioned properly.
Mr'. ' Paul Springer of Georgia Power agreed to provide us with information.as ~to which.
w; valves were opened and when,'for the operating period since-the July transient.. In subsequent discussions with Mr.. William Burns.of Georgia '
E Power on' December 3,1982, we learned that this valveiwasflast cycled; y J
