Gentlemen:

This refers to the special, onsite inspection conducted by the NRC Augmented

Inspection Team (AIT) during the period October 3-6, 1987, relating to concerns

resulting from the turbine building fire, and to discussion of our findings with

you and other members of your . staff at the conclusion of the inspection.

The enclosed copy of the AIT report identified the areas examined during this

review. Within these areas, the inspection consisted of selective examination

of procedures and representative records, interviews with personnel, and

observations by the NRC inspectors.

In accordance with 10 CFR Part 2.790(a), a copy of this letter and the enclosure

will be placed in the.NRC Public Document Room.

A separate inspection (Report No. 50-267/87-28) will be issued to discuss the

emergency response aspects of the event.
