. Toledo Edison.(TED) hereby submits the response to additional information requested. in your letter dated August.28,1987 (Log.2382). TED's letter dated. December 1,.1986 (Serial 1331) transmitted a proposed: amendment to

the Davis-Besse Nuclear Power Station Industrial Security Plan in response to the-Miscellaneous Amendments and Search Requirements. The attachment

-provides TED's' response to those comments on Physical Security Plan Changes (Miscellaneous Amendments and Search Requirements).

Additional, TED submitted Revision 3 to the Industrial Security Plan on October 13, 1987-(Serial No. 1-757).

27, " Protected and Vital Areas", provides the above requirement.

Comment: 10 Provide a commitment to ensure prompt access to vital equipment to accommodate the potential need for rapid ingress or egress of individuals during emergency conditions or situations.

Indicate how this pronpt access will be ensured (e.g., by issuing override keys to appropriate operators and security force members at the start of each shift, or by other acceptable means).

Reference 10 CFR 73.55(d)(7)(ii) and Generic Letter 87-08 (Q&A #6).

Response

The Industrial Security Plan will be revised to incorporate the control of overide keys currently controlled in accordance with AD1808.06, " Lock and Key Procedure" by February 14, 1988. The current procedure providee for issuance and accountability of the keys.

Comment: 11 Provide a commitment to periodically (annually) review nhysical security and contingency plans and procedures to evaluate their potential impact on plant and personnel safety. Reference 10 CFR 73.55(d)(7)(ii)(B) and Regulatory Guide 5.65.

Response

The Industrial Security Plan Section 1.1.5 (Rev 3), page 1 - 2 "F.eview Board and Company Nuclear Review Board",

defines that the Industrial Security Plan and its implementing procedures (contingency plan) will be audited at least once per 12 months in accordance with Davis-Besse Technical Specifications, Section 6.5.2.8.f. " Audits".

Comment: 12 Provide a ecmmitment that the secondary power supply systems for both the alarm annunciator equipment and non-portable communications equipment shall be located withiti a vital area. Reference 10 CFR 73.55(e)(1) and Generic Letter 87-08 (Q&A #16).
